The HSUS, HSLF Applaud House for Passing Bills to Help Migratory Birds, Endangered Species

The Humane Society of the United States and the Humane Society Legislative Fund applaud the U.S. House of Representatives for voting to strengthen penalties for killing birds protected under the Migratory Bird Treaty Act and also for passing legislation that creates a new stamp for the U.S. Postal Service to raise funds for international wildlife conservation. Both bills passed the House December 7 by voice vote.

"We applaud House lawmakers for passing these critical bills to stamp out extinction and crack down on illegal killing of wildlife," said Michael Markarian, chief operating officer for The HSUS. "We thank Rep. Peter DeFazio and Rep. Henry Brown for leading the efforts on these important measures, and House Natural Resources Committee Chairman Nick Rahall and Insular Affairs, Oceans and Wildlife Subcommittee Chairwoman Madeleine Bordallo for helping to shepherd them through to passage."

The Migratory Bird Treaty Act Penalty and Enforcement Act of 2009 was introduced by Rep. Peter DeFazio, D-Ore., in April 2009. This legislation will crack down on people who intentionally kill peregrine falcons, Cooper's hawks, red-tailed hawks and other federally protected birds. The bill gives federal prosecutors the option of pursuing higher-level penalties for maliciously killing or wounding protected birds.

In recent years there have been horrifying examples of malicious cruelty to protected birds, such as "roller pigeon clubs" killing birds of prey through shooting, poisoning and even baiting raptors with pigeons rigged with fishing hooks, and cockfighters using baited, steel-jawed leghold traps to prevent raptors from preying on game fowl. Since the penalty for violating the Migratory Bird Treaty Act was only a class B misdemeanor, this legislation finally provides a meaningful deterrent of prison time and hefty fines. A companion bill in the Senate has been introduced by Sen. Jeff Merkley, D-Ore.

"Today's unanimous and bipartisan approval of my legislation is a result of robust discussions with conservation groups, hunting associations, Fish and Wildlife Service, the States, and my Republican colleagues," said DeFazio. "This bill provides our law enforcement officials with a strong tool to prosecute the most egregious and senseless crimes of the Migratory Bird Treaty Act with stiff penalties. I am hopeful my bill will help put an end to the torturing and wanton killing of protected raptors and birds of prey."

Introduced by Rep. Henry Brown, R-S.C., and Rep. Madeleine Bordallo, D-Guam, the Multinational Species Conservation Funds Semipostal Stamp Act creates a new stamp that the U.S. Postal Service will sell at a premium price to raise additional funds for international wildlife conservation. Congress has created a number of special funds to finance programs around the world that aid African and Asian elephants, great apes, marine turtles, rhinoceros, tigers and neotropical migratory birds. These critical projects receive some federal funding, but the conservation of imperiled species will be greatly enhanced by an infusion of more resources. The legislation is modeled on the highly successful efforts to raise funds to combat breast cancer. Since 1998, the USPS has sold 802 million breast cancer semipostal stamps to the public and has raised an impressive $59.5 million from such sales.

"This bill is a fiscally responsible measure that utilizes no taxpayer dollars and is designed to assist in the conservation of some of the most endangered, charismatic wildlife species on this planet," Rep. Brown said. "I thank the bipartisan group of 154 of my fellow colleagues who have cosponsored this bill and am pleased today on its passage by the U.S. House of Representatives."

Pew Will Push Shark Conservation at World Fisheries Meeting; New Report Indicates Half of Oceanic Shark and Ray Species Are Threatened With Extinction

/PRNewswire/ -- The Pew Environment Group today called for stronger shark conservation measures worldwide as a new report by the International Union for Conservation of Nature (IUCN) classifies 35 out of 64 known pelagic shark and related ray species around the world as threatened or near threatened with extinction.

The IUCN report was released just days before a joint meeting of the world's fishery managers in San Sebastian, Spain. The regional fisheries management organizations (RFMOs), which mostly focus on managing tuna fisheries, agreed at their first joint meeting two years ago that the problem of declining shark populations urgently needed to be addressed. To date, however, none have set limits on the number of sharks that can be caught in their jurisdictions.

"Up to 70 million sharks are killed around the world every year for the shark fin market, virtually all of which are caught in areas where there is no management regime in place to ensure their sustainability," said Joshua Reichert, managing director of the Pew Environment Group. "This is a staggering number. Unless this situation is soon reversed, large numbers of shark species will disappear altogether."

The shark fin trade is a driving force in the overfishing of sharks. Shark fins are highly valued for use in the Asian delicacy shark fin soup. Often, shark meat is worth much less and takes up more cargo space. As a result, the practice of shark finning has evolved: the shark is brought on board a fishing vessel, the fins are sliced off, and the body is dumped back into the ocean.

According to the IUCN report, overfishing is the primary reason why a number of sharks in U.S. waters are threatened, including two species of thresher sharks, basking sharks, great whites, shortfin and longfin makos, porbeagles, oceanic whitetip sharks, dusky sharks, sandbar sharks, and three species of hammerheads.

At the San Sebastian meeting of the world's fisheries managers, Pew is joining other conservation groups in calling for precautionary, science-based management plans for sharks, starting with the immediate adoption of binding measures to:

-- Prohibit retention of particularly vulnerable and/or depleted shark
species taken in tuna fisheries, including hammerheads, threshers,
porbeagles and oceanic whitetips;
-- Establish catch limits that significantly reduce fishing pressure on
globally vulnerable shortfin mako sharks;
-- Cap catches of near-threatened blue and silky sharks until safe catch
levels are determined;
-- Close off areas of high shark concentration to commercial fishing; and
-- Prohibit removal of shark fins at sea.


To improve enforcement of the U.S. finning ban and enhance understanding of dwindling shark populations, the Pew Environment Group supports the Shark Conservation Act of 2009 (S. 850/H.R. 81), introduced by Senator John Kerry (D-MA). The legislation, which passed the House unanimously in March, would require that all sharks be landed with their fins naturally attached, eliminate loopholes and strengthen enforcement in the current U.S. shark-finning law and promote the conservation of sharks internationally.

Time for a Renaissance in Wildlife Protection

National Wildlife Federation

“It is time for a renaissance in wildlife protection in America. For too long, our threatened and endangered species have been allowed to slip further toward extinction. We must rollback the rollbacks, mend the holes in the safety net, and restore to health the array of plants, fish and wildlife that define our nation’s natural heritage.

“In addition to repairing the damage done to laws meant to prevent extinctions, we must get ahead of the extinction curve. We need to address the climate crisis, restore scientific integrity to our agencies, and invest in a new era of conservation for wildlife and ecosystems.

“For the last eight years, the Endangered Species Act has been a target for attack. Funding has been slashed, protections have been denied, science has been ignored, and responsibilities have been avoided. There is no time to spare in getting our conservation priorities back on track.

“Safeguarding wildlife must be a top priority for both the Obama administration and the new Congress. We need to start recovering species, not simply slowing their extinction. We should protect entire ecosystems, encourage partnerships, and give wildlife agencies the resources they need to succeed. What’s good for wildlife ultimately is good for our communities that depend on healthy forests, rivers, wetlands and other natural systems.

“The elephant in the room must not be ignored any longer. Global warming is already having an impact on wildlife. The U.S. Fish and Wildlife Service, National Marine Fisheries Service, and partners must quickly develop projections of how the future climate will affect critical habitats and integrate those projections into conservation plans and on-the-ground decisions. We need to update policies to ensure that state and federal agencies incorporate global warming science into their habitat conservation and management decisions. We can no longer assume that the climate of tomorrow will be the same as the climate of today.”

UGA Study Reveals Ecosystem-Level Consequences of Frog Extinctions

In some parts of the tropics, frogs are the most abundant land vertebrates. This peculiar-looking casque-headed tree frog is one of the estimated hundreds of species of tropical frogs.

Streams that once sang with the croaks, chirps and ribbits of dozens of frog species have gone silent. They’re victims of a fungus that’s decimating amphibian populations worldwide.

Such catastrophic declines have been documented for more than a decade, but until recently scientists knew little about how the loss of frogs alters the larger ecosystem. A University of Georgia study that is the first to comprehensively examine an ecosystem before and after an amphibian population decline has found that tadpoles play a key role keeping the algae at the base of the food chain productive.

“Many things that live in the stream depend on algae as a base food resource,” said lead author Scott Connelly, a doctoral student who will graduate in December from the UGA Odum School of Ecology. “And we found that the system was more productive when the tadpoles were there.”

The results, which appear in the early online edition of the journal Ecosystems, demonstrate how the grazing activities of tadpoles help keep a stream healthy. The researchers found that while the amount of algae in the stream was more than 250 percent greater after the amphibian population decline, the algae were less productive at turning sunlight and nutrients into food for other members of the ecosystem. Without tadpoles swimming along the streambed and stirring up the bottom, the amount of sediment in the stream increased by nearly 150 percent, blocking out sunlight that algae need to grow.

The study is part of a larger effort known as the Tropical Amphibian Declines in Streams (TADS) project, which also involves researchers from Southern Illinois University, Drexel University and the University of Alabama. The project is now in its third round of funding by the National Science Foundation and was initiated by Catherine Pringle (UGA Odum School of Ecology) and Karen Lips (Southern Illinois University) in 2000 through a Small Grant for Exploratory Research (SGER) from the NSF. Connelly and Pringle are monitoring in-stream effects of the population decline on algae, while other team members are studying how the loss of frogs impacts other organisms and the transfer of energy between streams and the terrestrial communities that surround them. Preliminary data show that the number of snakes that feed on frogs, for example, has plummeted after the population decline.

“We were there before, during and after the extinction event and were able to look at the ecosystem and measure how it changed,” said Pringle, Distinguished Research Professor in the Odum School and study co-author. “Very rarely have scientists been able to do that with respect to any organism.”

The chytrid fungus responsible for declines has steadily marched southeast across Costa Rica and through much of Panama like a storm front, killing up to 90 percent of frogs in afflicted streams. In 2003, the team set up research sites on two streams in the pristine and lush highlands of Panama. One study site had already suffered a catastrophic amphibian decline, while the other had a healthy population but, based on its location, was directly in the path of the fungal disease.

In the first stage of their research, Connelly and Pringle assessed ecosystem changes that occur when tadpoles are experimentally excluded from small areas of both the healthy stream and the frogless stream. They found that the absence of the tadpoles resulted in more sediment and less productive algae.

In late 2004, frogs in the formerly healthy stream began dying. The team reassessed the stream and found that impact of the frog die-off was even greater than they had predicted in their exclusion studies. “We predicted the direction of the change,” Pringle said, “but underestimated its magnitude.”

The UGA research team is continuing to monitor the health of the streams to get valuable, long-term data. So far the stream has not rebounded. “It’s still sad going back,” Connelly said, to which Pringle added: “Once the frogs die, it’s like an incredible silence descends over the whole area. It’s eerie.”

To date, scientists have not found a way to stop the spread of the fungus in the wild. Broadly applying a fungicide to an entire watershed, Connelly said, would kill beneficial fungi that are necessary for a healthy ecosystem.

But scientists can cure individual frogs in captivity by simply swabbing them with a fungicide. Connelly has worked to protect frogs through Amphibian Ark, a global effort supported by zoos, botanical gardens, aquariums and research institutions that aims to ensure the survival of amphibians by collecting and breeding them. The Atlanta Botanical Garden is one of the key breeding sites.

“The one speck of hope is that if we’re able to collect some of these rare animals, we can cure them,” Connelly said. “As long as we have the money to keep a breeding program going, in the future it might be possible to reintroduce them into the wild.”
